Huge strides have been made since 1994 in developing a new and progressive policy framework that breaks with the past.

The policy and systematic changes brought about in the first 8 yrs of democracy have provided a sound basis for accelerating movement towards sustainable development in terms of some key deliverables.

Much attention has been paid to meeting basic needs through the delivery of
services such as water, housing and electricity. A primary motivation behind the delivery of basic services is to reduce inequaulity and poverty. The goal of equity and poverty eradication has also been pursued with respect to access to natural resources with significant changes made in areas of water fisheries and land
