Yes. The regulations state that the Minister must not grant an exemption unless he is satisfied that the proposed use of vehicles in the coastal zone: will not result in significant harm to the environment; will not seriously affect any rights of the general public to enjoy the coastal zone; and is in the public interest, or alternatively in the interests of protecting the environment.
