The regulations allow the Deputy Director-General to designate recreational use areas. What is meant by this?


The Deputy Director-General of the Branch: Marine And Coastal Management of the Department of Environmental Affairs and Tourism may demarcate beach areas where it is permissible to use a vehicle for recreational purposes. Such recreational purposes are limited to vehicle use under permit to promote organised recreational sport fishing competitions sanctioned by the South African Shore Angling Association or to accommodate physically disabled persons.

Only a local authority (municipality) or the authority responsible for managing a coastal protected area may apply to the Director-General to designate an area under its jurisdiction as a recreational use area. Applications must be supported by environmental impact assessments which meet the requirements of section 24(4) of the National Environmental Management Act. Applications will also need to be supported by a management plan for managing the use of vehicles in the area concerned.
