Exemption Appliction

The use of vehicles in the coastal zone (on beaches) is prohibited in South Africa in terms Regulations under the National Environmental Management Act of 1998. Only certain uses are considered permissible or not requiring a permit or permission from Marine and Coastal Management. These permissible uses include:

Vehicle uses in times of emergencies or to prevent an emergency from occurring
The use of vehicles by government officials while on duty
The use of vehicles by rescue organisations for training purposes.

In addition, Marine and Coastal Management may issue a permit to use a vehicle in the coastal zone for one of the following purposes:

To carry on a non-recreational activity in terms of the Marine Living Resources Act;
To conduct scientific research;
To carry on a tourism business;
To access private property; or
To produce an advertisement, feature film, still photograph or television programme;
To transport a physically disabled person; or
To carry on an organised recreational sport fishing competition.

Marine and Coastal Management has produced a Guideline to guide members of the public through the Regulations.
